Traveling to Canada While Your CIT 0001 Is Pending

The wait for a Canadian citizenship certificate runs 19 months as of mid-2026. If you have submitted your CIT 0001 and want to visit Canada before it arrives, the answer depends on what passport you hold and whether your travel is routine or urgent.

The certificate is proof of existing citizenship, not a grant of new status. You were already Canadian before you applied. The certificate documents that fact on paper. During the processing period, you have no Canadian travel document, which shapes your options at the border and the airport.

Yes, if you hold a valid US passport. American citizens are specifically exempt from Canada's electronic travel authorization (eTA) requirement. Once IRCC issues your certificate, your options at land borders expand immediately. Flying is a different matter. A citizenship certificate is not a boarding document. Airlines require a Canadian passport, not a citizenship certificate, to board a flight to Canada.

IRCC offers a special authorization for dual citizens who need to fly without a Canadian passport, but it applies only to imminent travel: you must apply within 10 days of your flight, and approval allows you to board on your non-Canadian passport for that specific trip.
