Getting Canadian citizenship by descent does not affect your Social Security, Medicare, or VA benefits. All three programs base eligibility on your US work history or military service, not your citizenship status. When your CIT 0001 certificate arrives, nothing changes with your federal benefits.
This matters most for a specific group: Americans who worked and paid into US systems for decades, then discovered through Bill C-3 that they have Canadian citizenship by descent. The fear that accepting a second passport might cost them earned benefits is understandable. It is also unfounded.
Canadian Citizenship Does Not Touch Social Security
Social Security ties benefits to quarters of coverage earned through FICA contributions. You need 40 credits (roughly 10 years of US work) for retirement benefits at 65. That entitlement does not disappear when you acquire Canadian citizenship.
The US-Canada Totalization Agreement, in force since 1984, coordinates the two countries' pension systems. Under it:
- Workers pay into only one country's system at a time, eliminating double taxation on earnings
- Work credits from Canada (CPP) and the US can be combined if you fall short of the minimum threshold in either country alone
- US Social Security retirement, disability, and survivor benefits continue regardless of where you live
The agreement does not reduce benefits you have already earned. If you worked 35 years in the United States and then received a Canadian citizenship certificate, the Social Security calculation is unchanged. The certificate is invisible to SSA's formula.
Can I Receive Social Security While Living in Canada?
Yes. Social Security pays US citizens in Canada without restriction. The SSA sends payments to US bank accounts or participating Canadian banks directly. Canada is not on the list of countries where Social Security payments are suspended.
If you retire to Nova Scotia or British Columbia after getting your citizenship certificate, your monthly deposit arrives exactly as before. The Totalization Agreement eliminates any coordination problem between the two systems.
Medicare: Eligibility vs. Coverage
Medicare eligibility requires reaching 65 with at least 40 quarters of Medicare-taxed US employment, or a qualifying spouse with that work history. Canadian citizenship does not change any of those criteria.
The distinction worth understanding is eligibility versus coverage. You remain eligible for Medicare regardless of dual citizenship. What Medicare does not do is cover care received in Canada. If you live in Canada, provincial health insurance handles your day-to-day healthcare. Medicare covers you in the United States and in limited emergency situations near the border.
What Happens to Medicare If You Move to Canada?
Permanently relocating to Canada after receiving your citizenship certificate means enrolling in the provincial health plan where you settle: OHIP in Ontario, MSP in British Columbia, RAMQ in Quebec. Each province imposes a waiting period for new residents, typically three months.
Medicare Part A stays in force without action. For Part B, you face a practical decision: keep paying premiums to preserve coverage for trips back to the US, or drop it and use a Special Enrollment Period to re-enroll if you return. That is a financial calculation. It has nothing to do with Canadian citizenship.
VA Benefits Are Not Affected
Veterans' benefits from the Department of Veterans Affairs are not affected by dual citizenship. VA disability compensation, pension, education benefits, and most other programs are payable internationally. Your discharge status and service-connected disability rating are anchored to your US military service record. A Canadian citizenship certificate does not alter either.
Consider Thomas, a Korean War-era veteran from Minnesota whose family traced roots to a great-grandmother born in Winnipeg. He received his citizenship certificate in 2026. His VA disability compensation, paid monthly to his US bank account, continued without change. Nothing in his VA file was updated, because nothing relevant had changed: he served in the US military, earned a disability rating, and that remains true regardless of what passport he carries.

Federal Civilian Pensions
Federal retirement benefits under FERS and CSRS are also unaffected by dual citizenship. These pensions accrue based on years of federal service and are paid to retirees regardless of other citizenships held. The Office of Personnel Management does not condition pension payments on single nationality.

What You Are Not Required to Report
There is no obligation to notify any federal benefits agency when you receive a Canadian citizenship certificate:
- Social Security Administration: no notification required
- Centers for Medicare and Medicaid Services: no notification required
- Department of Veterans Affairs: no notification required
- Office of Personnel Management (federal pension): no notification required
The one new reporting obligation Canadian citizenship can create is financial: if you open Canadian bank or investment accounts that exceed the FBAR threshold ($10,000 in aggregate foreign accounts at any point during the calendar year), that is a disclosure to the IRS. It is a filing requirement, not a penalty, and it is separate from any benefits question.
