CIT 0001 Processing Time 2026: Why the Wait Is Now 19 Months

IRCC's processing time for proof of citizenship (CIT 0001) has tripled since Bill C-3 took effect in December 2025. As of July 2026, the estimated wait for new applicants is 19 months, and the queue holds close to 100,000 applications. If you submitted earlier this year expecting the 11-month estimate you may have seen, here is the current picture.

Bill C-3 came into force on December 15, 2025, and removed the generational limit on Canadian citizenship by descent entirely. Millions of people with Canadian ancestry, most of them Americans with a Canadian grandparent or great-grandparent, became newly eligible overnight. The result was a volume spike IRCC had anticipated but not fully absorbed.

Before Bill C-3, in May 2025, IRCC was processing proof of citizenship applications in roughly five months. By May 2026, the posted time had jumped to 12 months. By June 2026, it was 15 months. As of July 2026, IRCC's own published estimate is 19 months.

IRCC data released in July 2026 tells the story clearly:

• 28,940 proof of citizenship certificates finalized between January 1 and May 31, 2026
• 82,020 applications still waiting as of May 31, 2026
• Roughly three applications are added for every one finalized
• The queue grew by more than 26,000 in just two months, April through June

More than 11,500 new applications arrived in a single month at the peak. IRCC says it is adjusting operations to manage demand as efficiently as possible, but has not announced a dedicated fast-track program for citizenship by descent or a significant staffing increase.

If you submitted a CIT 0001 in January or February 2026, you are now roughly six months in. At 19 months, you are less than a third of the way through the queue. A realistic expectation for approval is late 2027.

A long wait is not a sign your application has a problem. The queue reflects volume, not the quality of your documents. Unless you receive a specific request for information from IRCC, the only thing to do is monitor your status and keep your address current.

You cannot check status until IRCC sends your acknowledgement of receipt (AOR). For paper applications, the AOR arrives by mail. For online applications, it appears in your IRCC account and may trigger an email. Expect the AOR roughly six to twelve weeks after IRCC receives your package.

The AOR contains two things you need: - Your UCI (Unique Client Identifier): a number formatted like 0000-1234 - Your application number: a separate reference code on the same letter

For paper applications: Use IRCC's Client Application Status tool at services3.cic.gc.ca. Enter your UCI, application number, and date of birth. The tool updates daily and shows the current status of your file.

For online applications: Sign in to your IRCC Secure Account at canada.ca and go to "View my submitted applications."

To link a paper application to your IRCC Secure Account: Log in, find "View the applications you submitted," and select "Add (link) your application to your account." This lets you monitor your file in one place alongside any other IRCC accounts you may have.

For citizenship certificate applications, IRCC uses three primary status labels:

• Application Received: Your package arrived and IRCC has logged it in the system. The AOR has been or is about to be sent.
• In Process: An officer is actively working on your file, or your file is queued for review. This phase covers most of the 19-month window.
• Decision Made: The file has been finalized. For proof of citizenship applications, this almost always signals approval. Your paper certificate is being printed and mailed, or you will receive e-certificate download instructions by email shortly.

Do not contact IRCC to ask about processing progress until the published processing time has elapsed since your AOR date. Contacting IRCC before that point does not accelerate the file and agents have no information beyond what you can see in the portal.

Yes, and no additional fee applies. IRCC offers expedited handling for proof of citizenship certificates when you can demonstrate a specific urgent need. Qualifying reasons include:

• Employment: A job offer requires proof of Canadian citizenship to start
• Education: A program enrollment or scholarship requires proof
• Family emergency travel: A death or serious illness requiring international travel
• Citizenship deadline: Another country requires you to formally renounce your Canadian citizenship by a specific date
• Statelessness: Your only path to valid identity documentation runs through the Canadian certificate
• Moving a minor child to Canada

To request urgent processing, submit a request through IRCC's web form (available in the Help Centre at ircc.canada.ca), attach supporting documents, and include a brief letter explaining the specific urgency. IRCC reviews each case individually. Applications approved for urgent processing have resolved in as little as 10 business days, though IRCC does not guarantee a specific turnaround.

David submitted his CIT 0001 by tracked mail from Pennsylvania in February 2026. IRCC received it in mid-February. His AOR arrived by mail in late March, six weeks after delivery. He registered at services3.cic.gc.ca, entered his UCI and application number, and saw "Application Received." Two weeks later, the status moved to "In Process," where it has stayed. He checks once a month. At 19 months from his AOR date, he expects his citizenship certificate in September or October 2027.

Nothing about his wait signals a problem. The queue is long because the surge is large.
