CIT 0001 Processing Time Hits 33 Months: September 2026

IRCC's published processing time for a Canadian citizenship certificate reached 33 months on September 3, 2026. That number represents the current wait for new applicants: if IRCC receives a complete CIT 0001 today, a decision arrives in roughly summer 2029. As of the same date, 136,000 applications sit in the queue, the largest backlog since proof of citizenship became a meaningful volume category.

The 19-month estimate cited widely in early 2026 is no longer accurate. The September figure also replaces the 25-month estimate posted in August. The jump of 8 months in a single monthly revision is the largest single movement in this category since Bill C-3 came into effect in December 2025.

The progression tells the story of a department caught off-guard by a volume it had not absorbed:

• Pre-Bill C-3 (May 2025): approximately 5 months
• December 2025 (Bill C-3 effective date): 9 months
• May 2026: 12 months
• June 2026: 15 months
• July 2026: 19 months
• August 2026: 25 months
• September 3, 2026: 33 months

Since Bill C-3 came into force, the quoted processing time has nearly quadrupled, and the queue has more than tripled, from roughly 40,000 to 136,000.

Every increase through August tracked the intake surge. Bill C-3's March-April 2026 window produced a spike of roughly 68,500 new files in one month as applications from newly eligible Americans arrived in volume. Queue growth explained most of the wait time increases through the summer.

September's revision does not fit that pattern. IRCC's inventory figure rose from approximately 134,000 in August to approximately 136,000 in September: an increase of roughly 2,000 files, or 1.5%. The estimate rose by 8 months, or 32%.

For the first time since Bill C-3 took effect, new intake is not what drove the jump. Proof of citizenship was historically a low-volume administrative line. IRCC finalized roughly 28,940 certificates between January and May 2026, about 5,800 per month. That rate was never scaled to absorb a six-figure queue. September's revision reflects, more clearly than any previous one, a structural throughput problem: the department is not processing applications fast enough to keep pace with the backlog.

The posted 33 months is the estimate for new applicants. If your complete application was received earlier, you have been in queue for some months and have fewer remaining than 33.

Approximate expectations by application receipt month:

• January 2026 (in queue ~8 months): roughly 25 months remaining. Realistic decision window: late 2028.
• March 2026 (in queue ~6 months): roughly 27 months remaining. Realistic decision window: early 2029.
• June 2026 (in queue ~3 months): roughly 30 months remaining. Realistic decision window: spring 2029.
• September 2026 applicants (just entering queue): full 33-month estimate. Realistic decision window: summer 2029.

These projections assume IRCC's September throughput rate holds. If resources are allocated to this category, estimates may improve. IRCC has not announced a dedicated capacity expansion for proof of citizenship applications.

IRCC asks applicants not to contact the department until the posted processing time has elapsed since the AOR date. Do not submit status inquiries for applications well within the queue window. It does not help and does not accelerate the file.

Consider Maria, who submitted her CIT 0001 from Ohio in January 2026. IRCC received it in late January. Her AOR arrived in early March. Eight months in, her status shows "In Process." At 33 months from receipt, her realistic decision window is late 2028. Nothing about her wait signals a problem. The queue is large because the surge is large, and her file is moving through it.
